Illinois school and library book laws
Illinois HB 4241 would require publisher age bands and content flags — the closest pending analog to LRS. It is not law.
Illinois HB 4241, the School Book Rating and Transparency Act, was introduced January 14, 2026. If passed it would take effect July 1, 2026. Publishers and book-fair vendors supplying schools would assign a content rating: age bands E / 10+ / 13+ / 16+ / 18+ or Mature, plus flags for sexual content, graphic sexual content, sexual language, violence, graphic violence, drug/alcohol, sensitive themes, and profanity. Schools would display ratings in catalogs, websites, lists, and book-fair signage (no physical sticker required). The bill says it is not a ban and would give educators a safe harbor for good-faith reliance. Compelled publisher speech raises the same constitutional risk class as Texas HB 900, which a federal court permanently enjoined.
